2. Government Policy in Korea 한국 정부의 대응The strategy of the Korean government to fight the illegal drugs is based on ① cut-off of supply② restraint of demand ③ strengthening of home and foreign cooperation.In particular, after the drug drink blackmail case in Gangnam in April 2023 where a drink mixed with methamphetamine was presented as a drink to improve concentration and was distributed to teenagers, the Special Investigation Headquarters of Drug Crimes (April 10) was organized pursuant to the special instructions of the President (April 6). The Special Investigation Headquarters consists of About 1,000 people from a total of 6 departments, including the police, the Prosecution Service, the Ministry of National Defense, the Customs Service, the National Intelligence Service and the Korea Coast Guard and works as one team to cut off supply of narcotics. In order to curb the demand, treatment and rehabilitation opportunities for drug addicts are expanded to support their return to the ordinary life. Public relations departments of the government ministries continue to publicize the danger of drug crimes. Finally, since drug crimes are not limited to a specific country, we are responding to crossborder drug crimes by participating in various international conferences such as the United Nations Commission on Narcotic Drugs (CND) to promote international cooperation in investigations.대한민국 정부는 마약류 퇴치전략으로 ① 공급차단, ② 수요억제, ③ 국내·외 협력 강화를 기본 기조로 두고 있다. 특히 2023년 4월 서울 강남구에서 필로폰을 섞은 음료수를 집중력 향상 음료라 속여 청소년들에게 나눠주고 협박했던 ‘강남 마약음료 협박사건’이후, 대통령의 특별지시(4.6.)로 마약범죄 특별수사본부(4.10.)를 구성하여 경찰·검찰·국방부·관세청·국정원·해양경찰 총 6개 부처1,000여명이 한 팀이 되어 공급차단 등에 주력하고, 수요억제를 위하여 마약류 중독자에 대한 치료·재활 기회를 확대하여 사회 복귀를 지원하고 있으며 언론 등을 통해 마약류 범죄의 위험성을 지속적으로 홍보하고 있다. 마지막으로 마약류 범죄는 특정 국가에 한정되어 발생하는 것이 아니므로, 국제 공조수사 활성화 등을 위해 UN 마약위원회 회의(CND) 등 각종 국제회의에 참석하여 국경을 넘나드는 마약류 범죄에 대응하고 있다.Remark by the President대통령 발언Special Investigation Headquarters of Drug Crimes마약범죄 특별수사본부The National Commission on Counter-Narcotics was established in 2001 under the Prime Minister’soffice for close cooperation among NGOs and 14 law enforcement agencies including the Ministryof Food & Drug Safety, the Korean National Police Agency, and the Korea Customs Service. Thepurpose ofthe commission is to ① establish and promote comprehensive counter-narcotics policiesand ② share the latest drug information and plan effective anti-drug strategies and ③ providetreatment and rehabilitation opportunities for drug addicts and ④ support the anti-drug educationprograms and promotion activities.대한민국 정부는 2001년부터 국무총리실 산하에 식약처·경찰청·관세청 등 14개 부처와 민간전문가들이 참여하는 ‘마약류대책협의회’를 구성하여 마약류 문제를 협의하고 있다. ① 마약류 관련 종합대책 수립·추진 ② 마약류 수사·단속 역량 강화를 위한 기관 간 협조 ③ 마약류 중독자의 치료·재활 ④ 마약류 확산 방지를 위한 교육·홍보 지원을 통해 마약류 범죄에 대응해 나가고 있다.Action Principle대응 기조National Commission on Counter-Narcotics마약류대책협의회08
