The cultivation of opium poppy in Korea started from the northern borders of Hamkyungdo andPyungando in the process of trade with China in the late period of Chosun dynasty. The foreignmissionaries introduced opiates and morphine for medical use and during that process, someaddicts happened to arise. During the Japanese ruling era, the Japanese Government-general ofKorea failed to controlthe abuse of opiates in spite of its rigid crackdown.중국과의 빈번한 교역이 있었던 한국은 구한말 국경 지역인 함경도와 평안도를 중심으로 양귀비 재배를 시작하였으며, 외국인 선교사들이 의료용으로 아편과 모르핀 등을 도입하는 과정에서 중독자들이 시작하였다. 반면 일제강점기 시절 조선총독부의 아편 단속은 큰 실효를 거두지 못하였다.Because of the social instability and chaos from the independence from Japan and Korean War,opium addicts increased rapidly and they became a serious societal problem. In 1953, the criminallaw to regulate opium was enacted and in 1957, narcotics law was established in accordance withthe internationaltreaty of UN and the Korean government began to control drug crimes.광복 직후 사회의 불안정과 한국 전쟁의 혼란 속에서 아편 중독자가 급격히 증가하면서 사회문제로 부각되었다. 이에 따라 1953년 아편 규제를 위한 「형법」이 제정되고, 1957년 마약에 관한 국제협약을 근거로 「마약법」이 제정되어 아편 중독자를 본격적으로 규제하기 시작하였다.Beginning in the 1960’s, the number of drug abusers tended to decrease gradually with the socialstabilization and rigid reinforcement on Drug-related crimes. However, raw opium was smuggledinto domestic market from Vietnam since the Korean government sent troops to Vietnam in themiddle of the 1960’s.
