Drug trade shifted from face-to-face transactions between offenders, to drug dealing on the internetwhere suppliers and consumers do not meet physically. The internet trade is on the rise, and theinternet drug dealers accountfor about 20% of all drug offenders overthe past five years.The police thus recruited officers with a degree or a license in information technology throughpublic hiring of experienced workers.
