Preface서문Trends of Drug-related Crimes and Government Policy in Korea한국의 마약류 범죄 동향과 정부의 대응Police Response to Narcotics Crimes경찰의 마약류 범죄 대응Plan of National Police Agency to Eradicate Narcotics Crimes in 20232023년도 경찰청 마약류 범죄 척결 계획The police is leading the drug investigation in Korea by timley implementing policies andsystematizing the criminal information in Korea and other countries.The police is making efforts to build a comprehensive cooperation system by establishing a “hotline”with relevant agencies in Korea and other countries so that the agencies may share information andwork together quickly.한국 경찰은 국내외 범죄정보를 체계화하고 시의적절한 정책 추진을 통해 국내 마약류 수사 분야에 주도적 지위를 확립하고 있으며,국내외 유관기관과 핫라인을 구축하여 신속하게 정보를 공유하고 협력할 수 있도록 하여 종합적인 공조체계 구축에 힘쓰고 있다.• (Organization and investigation officers) Expanded and reorganized the departments withinthe headquarters to respond to drug crimes; an increase in the number of officers at druginvestigation teams of provincial polices and police stations after 2021• (Specialized investigators) Selection and training of investigators in charge of drug crimes• (Training system) Plans to enhance drug investigation trainings and expand lectures attraining centers at metropolitan and provincial polices• (Equipment) Supplying protective equipment and the latest drug detection equipment toensure the safety of field investigators• (System of tracking narcotics) Establishing a system to efficiently control drug transactionsthrough new techniques (Dark Web, crypto assets etc.) and actively utilize them ininvestigations• (Cooperative investigation) Opening a window of systematic and continuous partnershipwith agencies in Korea and other countries• (조직·인력) 본청 內 대응부서를 확대 개편, 2021년 이후 시도청 마약수사대 및 경찰서 마약 수사전담팀 인력 증원• (전문수사관) 마약류 범죄 분야 전담수사관 선발 및 양성• (교육시스템) 마약 전문수사 교육 내실화 및 시도청 교육센터 강의 확대 예정• (장비) 현장 수사관들의 안전확보를 위한 보호장비 및 최신 마약류 탐지 장비 보급• (마약류 추적시스템) 신종수법(다크웹, 가상자산 등)을 통한 마약류 거래에 효율적으로 단속하기 위해 시스템을 구축하여 수사에 적극 활용• (공조) 국내외 유관기관에 대한 체계적이고 연속적인 협력 창구 구축Strengthening of police capacity to investigate drug crimes 경찰의 마약류 범죄 수사역량 강화8.
